Following the approval by the Build-Operate-Transfer (BOT) Law Implementing Rules and Regulations (IRR) Committee, the Revised 2022 IRR of the BOT Law has now been published in a newspaper for general circulation. The measure shall be effective on October 12, 2022.

The approved Revised 2022 IRR was the result of inter-agency technical meetings and public consultations. Concerns raised by the private sector regarding the April 2022 iteration of the IRR and inter-agency technical meetings among the BOT IRR Committee members were conducted to come up with proposed revisions to the rules. Relatedly, a public consultation to solicit inputs and comments from stakeholders and interested parties on the proposed amendments was held on the Asian Development Bank headquarters in Mandaluyong City on September 13, 2022.

The BOT Law IRR Committee deliberated on the comments received from the consultation and approved the proposed amendments in its meeting on September 15, 2022.
