RPMES Operational Guidelines


The Regional Project Monitoring and Evaluation System (RPMES) provides a scheme for monitoring and evaluating projects at the national, regional, provincial, and city/municipal levels, with the extensive and active participation of various government agencies, local government units (LGU), and civil society organizations. The RPMES Operational Guidelines was developed to ensure the effective and efficient implementation of the RPMES by the Project Monitoring Committees (PMCs) at the regional, provincial, and city/municipal levels responsible for the M&E of programs/projects under their respective jurisdictions. It provides the basic framework for monitoring and evaluating programs/projects, such as the general process flow, responsibilities of entities involved, input and output monitoring forms, and procedures for accomplishing the forms.
