Official Statement of NEDA Secretary Arsenio M. Balisacan Following the  Award of NAIA PPP Rehabilitation Project

World-class air transportation infrastructure shall be instrumental in achieving the Marcos Administration’s objectives of creating high-quality jobs, encouraging tourism, expanding trade and market opportunities, as well as enhancing mobility toward social and economic transformation.

The National Economic and Development Authority commends the efforts of the Department of Transportation (DOTr) in spearheading the Ninoy Aquino International Airport (NAIA) Public-Private Partnership (PPP) Project, which passed the rigorous assessments conducted by evaluating agencies. The transparent and competitive bidding process led to the awarding of the project to the winning bidder, the SMC-SAP & Company Consortium.

The PhP170.6 billion project – which covers all facilities of the airport, including its runways, its four terminals, and associated facilities –  addresses the NAIA’s longstanding issues such as inadequate terminal capacity and restricted aircraft movement. The modernization drive aims to increase annual capacity from 35 to 62 million passengers and air traffic movement from 40 to 48 flights per hour.

With the rollout of significant investments in the coming years, the Filipino people can look forward to shorter queues and waiting times, reduced flight delays, improved service quality, and better overall passenger experience.

The Marcos Administration reaffirms its commitment to aggressively advance infrastructure development by enabling greater private-sector participation through the effective implementation of policy frameworks such as the recently-passed Public-Private Partnership (PPP) Code. Such efforts will be key to the creation of a dynamic and competitive economy in support of the attainment of a Bagong Pilipinas.
