Economic Planning Secretary Arsenio M. Balisacan delivered the opening remarks during the International Conference on Impact Evaluation last September 3 at the Asian Development Bank (ADB), Pasig City.
Secretary Balisacan discussed the value of impact evaluation in determining whether programs work or not, thereby leading to efficient and prudent use of public and donor funds, and guiding policy makers in directing resources to more efficient development interventions. He is joined by Bindu N. Lohani, ADB’s Vice President for Knowledge Management and Sustainable Development and Richard Manning, Chair of the International Initiative for Impact Evaluation Board of Commissioners.
